FIE proposed changes in epee technical rules / FIE predložene tehničke promjene pravila u maču

Fairly unnoticed, the FIE Commission for rules proposed   an important change in the rules of the epee discipline, which could bring  major changes in epee matches, especially in the field of refereeing  and it would be good for judges to pay attention to the proposed changes. Changes  are suggested regarding  t. 87 of FIE technical rules  that would refer to the passivity of competitors in epee matches. The rules on passivity in the foil and sabre disciplines would not change.

Specifically, the following changes are proposed:

  • 7. Pools
    a) The maximum time allowed for each match is 3 minutes.
    b) Before the match the referee draws lots to decide which fencer has the priority at the beginning of the match.
    c) If no hit is scored during 45 seconds in the course of the match, the signalling apparatus will be blocked, the referee calls ‘Halt!’ and awards a hit to the fencer who has the priority.
    d) The fencers are put back on guard at the place where they were when the fight was stopped, the chronometer linked to timing the priority is reset to zero, the priority passes to the other fencer and the match restarts.
    e) Each time a hit is awarded by the referee, single or double, the priority changes and the chronometer linked to timing the priority is reset to zero.
    f) The priority also changes when, with the score at 4-4, a double hit is signalled.
    g) There is no change of priority if, after a hit, there remain less than 45 seconds to fence.
    h) If at the end of the regulation time for the match, the scores are equal, rule o.17.2.b is applied.
  • 8. Individual direct elimination matches
    a) The maximum time allowed for each match is 10 minutes.
    b) Two pauses of 1 minute are allowed when either of the fencers reaches the scores of 5 and then 10 hits.
    c) Before the match the referee draws lots to decide which fencer has the priority at the beginning of the match.
    d) If no hit is scored during 45 seconds in the course of the match, the signalling apparatus is blocked, the referee calls ’Halt!’ and awards a hit to the fencer who has the priority.
    e) The fencers are put back on guard at the place where they were when the fight was stopped, the chronometer linked to timing the priority is reset to zero, the priority passes to the other fencer and the match restarts.
    f) Each time a hit is awarded by the referee, single or double, the priority changes and the chronometer linked to timing the priority is reset to zero.
    g) The priority also changes when, with the score at 14-14, a double hit is signalled.
    h) There is no change of priority if, after a hit, there remain less than 45 seconds to fence
    i) If at the end of the regulation time for the match, the scores are equal, rule o.24.3 is applied.
  • 9. Team matches
    a) The maximum time allowed for each relay is 3 minutes.
    b) Before the match the referee will draw lots to decide which team has the priority at the beginning of the first relay. The priority at the beginning of each relay then alternates at the beginning of each relay.
    c) If no hit is scored during 45 seconds in the course of the relay, the signalling apparatus is blocked, the referee calls ’Halt!’ and awards a hit to the team which has the priority.
    d) The fencers are put back on guard at the place where they were when the fight was stopped, the chronometer linked to timing the priority is reset to zero, the priority passes to the other fencer and the relay restarts.
    e) Each time a hit is awarded by the referee, single or double, the priority changes and the chronometer linked to timing the priority is reset to zero.
    f) The priority also changes when the score is 44-44 and a double hit is signalled.
    g) There is no change of priority if, after a hit, there remain less than 45 seconds to fence.
    h) If at the end of the regulation time for the match, the scores are equal, rule o.44.9 is applied.
  • It remains to be seen whether the proposed changes will be accepted at the FIE Congress held in Dubai on 24 and 25 November. 2017, and if accepted, it will be a big change compared to the current rules in the epee.   • Prilično nezapaženo prolazi prijedlog FIE komisije za pravila u kojem predlaže bitnu promjenu pravila u disciplini mač, a koji bi mogao donijeti velike promjene u borbama mačem, naročito u pogledu suđenja, te bi svakako bilo dobro da suci obrate pažnju na predložene promjene. Predlažu se promjene t. 87 tehničkih pravila FIE a koje bi se odnosile na pasivnost natjecatelja u borbama mačem. Pravila o pasivnosti u disciplinama floret i sablja ne bi se mijenjala.
  • Naime predlaže se slijedeće:

  • Ovo privremeno pravilo će biti testirano na svim FIE natjecanjima od 1. siječnja 2018. do kraja Svjetskog prvenstva.
  • 7. Grupe
    a) Maksimalno vrijeme za svaku borbu je 3 minute.
    b) Prije borbe, sudac donosi odluku o tome koji natjecatelj ima prioritet na početku utakmice.
    c) Ako se tijekom utakmice ne postigne pogodak tijekom 45 sekundi, signalni uređaj će biti blokiran, sudac će nazvati “Halt!” i dodjeljuje pogodak natjecatelju koji ima prioritet.
    d) Natjecatelji se vraćaju na mjesta gdje su bili kada je borba zaustavljena, kronometar povezan s vremenom borbe se vraća na nulu, prioritet prelazi na drugi natjecatelj i ponovno se pokreće.
    e) Svaki puta kada sudac dodijeli pogodak, jednostruki ili dvostruki dolazido promjene prioriteta i kronometar povezan s vremenom prioriteta vraća se na nulu.
    f) Prioritet se također mijenja kada se pri rezultatu 4-4, signalizira dvostruki udarac.
    g) Nema promjene prioriteta ako, nakon pogotka, ostane manje od 45 sekundi za borbu.
    h) Ako je na kraju borbe rezultat izjednačen, primjenjuje se pravilo o.17.2.b.
  • 8. Pojedinačna izravna eliminacija
    a) Maksimalno vrijeme za svaku borbu je 10 minuta.
    b) Dvije stanke od 1 minute su dopuštene kada jedan od natjecatelja dosegne rezultate od 5 i zatim 10 pogodaka.
    c) Prije borbe sudac odlučuje koji natjecatelj ima prioritet na početku borbe.
    d) Ako se tijekom borbe ne postigne pogodak tijekom 45 sekundi, signalni uređaj se blokira, sudac zove “Halt!” i dodjeljuje pogodak natjecatelju koji ima prioritet.
    e) Natjecatelji se vraćaju na mjesta gdje su bili kada je borba zaustavljena, kronometar povezan s vremenom borbe vraća se na nulu, prioritet prelazi drugom natjecatelju i ponovno se pokreće.
    f) Svaki puta kada sudac dodijeli pogodak, pojedinačni ili dvostruki, dolazi do promjene prioriteta i kronometar povezan s vremenom prioriteta vraćaju se na nulu.
    g) Prioritet se također mijenja kada se s rezultatom od 14 do 14 signalizira dvostruki pogodak.
    h) Nema promjene prioriteta ako, nakon pogotka ostane manje od 45 sekundi za borbu
    i) Ako je na kraju borbe rezultat izjednačen, primjenjuje se pravilo o.24.3.
  • 9. Ekipne borbe
    a) Najveće dopušteno vrijeme za svaki relej je 3 minute.
    b) Prije borbe sudac će odlučiti koji tim ima prioritet na početku prvog releja. Prioritet na početku svakog releja zamjenjuje se na početku svakog releja.
    c) Ako se tijekom trajanja releja ne postigne pogodak tijekom 45 sekundi, signalni uređaj je blokiran, sudac naziva “Halt!” i dodjeljuje pogodak timu koji ima prioritet.
    d) Natjecatelji se vraćaju na mjesto gdje su bili kada je borba zaustavljena, kronometar povezan s vremenom borbe se vraća na nulu, prioritet prelazi na drugog natjecatelja i relej se ponovno pokreće.
    e) Svaki puta kada sudac dodijeli pogodak, jednostruki ili dvostruki, dolazi do promjene prioriteta i kronometar povezan s vremenom prioriteta vraćaju se na nulu.
    f) Prioritet se također mijenja kada je rezultat 44-44 i signalizira se dvostruki pogodak.
    g) Nema promjene prioriteta ako, nakon pogodaka, ostane manje od 45 sekundi za ogradu.
    h) Ako su na kraju regularnog vremena borbe rezultati jednaki, primjenjuje se pravilo o.44.9.
  • Ostaje da vidimo da li će predložene promjene biti prihvaćene na FIE kongresu koji se održava u Dubaiju 24. i 25.11. 2017, te ako se prihvate biti će to velika promjena u odnosu na dosadašnja pravila u maču.
